Alpha Phi Alpha’s Kamau Marshall Named Chief Strategist and Chief Communications Officer for Baltimore City Mayor’s Office

Baltimore Mayor Brandon M. Scott has announced Kamau Marshall as the new Chief Strategist and Chief Communications Officer for the Baltimore City Mayor’s Office. Marshall, a Spring 2010 initiate of the Delta Theta Chapter of Alpha Phi Alpha Fraternity, Inc. at Texas Southern University, brings a wealth of experience to the campaign from his extensive career in government and politics. His background includes serving in both presidential administrations and congressional offices, positioning him as a key player in shaping and advancing the city’s strategic messaging during Mayor Scott’s second term.

Mayor Scott emphasized the significance of Marshall’s appointment, stating, “Mr. Kamau Marshall’s skills and experience working in fast-paced and high-stakes environments are very important and are a critical reason why we are glad he is onboard with us in Baltimore. Quite frankly, Kamau’s career, track record, understanding, professionalism, and skills are needed in this climate.”

Marshall’s extensive experience includes serving in the Obama-Biden and Biden-Harris administrations, as well as working with the late Congressman Elijah Cummings and Congressman John Lewis. His deep relationships across political and governmental sectors bring a strategic advantage to the Scott administration. Mayor Scott further noted, “He is a proven professional and public servant with deep relationships and ties across administrations and governments at local and state levels.”

Marshall is no stranger to Baltimore. His connection to the city dates back to his childhood, having attended Waverley Elementary School before moving to Georgia. Reflecting on this full-circle moment, Scott remarked, “More importantly, it’s also about having someone come back home. Kamau understands Baltimore, and he is now back again and part of a team writing a chapter of the Baltimore Renaissance.”

In response to his appointment, Marshall shared his enthusiasm for serving the city once again: “I had the honor and privilege of working in Baltimore for the late Congressman Elijah E. Cummings a decade ago. Today, I find myself embarking on a third chapter in my journey: first as a young child, then serving the 7th Congressional District under the late Rep. Cummings, and now joining Mayor Brandon M. Scott’s administration. I am truly filled with enthusiasm to harness and build upon that momentum while serving the residents of Baltimore.”

Marshall will be responsible for overseeing the city’s communications strategy, serving as the Mayor’s chief spokesperson, and leading public engagement efforts across city agencies. His appointment comes at a critical time as Mayor Scott’s administration looks to cement its legacy by focusing on continued crime reduction, economic development, and infrastructure improvements. Under Scott’s leadership, Baltimore has seen significant reductions in gun violence and non-fatal shootings, and the administration is working to ensure that the city tells its own story rather than allowing others to define it.
